What's incredible about the Rishis is that through the grace of the Divine they were granted complete knowledge of the Micro-, Meso- and Macrocosm, both outer and objectively, as well as inner and subjectively. Incredibly through the intelligent design of the Almighty, these match each other perfectly.
Let me clarify.
Outer objective macrocosm understood as our milky way galaxy, our solar system and the planet we call our home, the beautiful, lush and fertile green and blue Earth. It's a shared reality, verifiable through sense perception.
Outer objective mesocosm is the world of minerals, plants, animals, human beings, as well as higher parallel beings (all the way from evil spirits, deceased and lost souls, ancestors all the way to light beings as devatas).
Outer objective microcosm is the microscopic world of molecules, atoms and so on.
The outer, objective worlds (other real, physical inhabited worlds/planets in our universe) correspond perfectly to the inner, subjective, spiritual and psychological worlds.
It's mind boggling to realize at first, but the Creator is indeed so precise.
So how the "real objective lower worlds/planets" probably exist physically somewhere in our universe, they ALSO exist spiritually within os in a 1:1 similarity.
Exactly how the citizens of each of these "hell worlds" live, think, feel and associate with each other (as described in scriptures), similarly we have a corresponding, inner, psychological state.
Being born as human beings on planet Earth however (Bhu Loka), the general rule is that we've passed through, evolved or overcome these outer objective worlds through countless incarnations to learn and finally ascend to our current, outer, macrocosmic "loka" that is the Earth. Otherwise we couldn't incarnate here.
That's why we learn the 7 chakra system, that's the level we've reached, and the levels our atma is currently working on mastering.
The lower worlds correspond to the most basic, animalistic desires, but even more extreme, violent, craving and uncontrollable than the ones in muladhara chakra.
The people in the lower worlds (or if we touch upon the corresponding psychological states) are compulsions so strong that you don't even have a choice whether to give in or willfully resist evil temptations.
Compare this to human beings on planet Earth, we actually have free will, we have a choice when it comes to negative impulses.
Through discipline, as well as the grace and love of spiritual practice, we can daily choose to do the right thing and slowly weed out the negative habitual tendencies (vasanas/samskaras) lodged in the lower chakras.
We know the psychological challenges of the lower chakras, survival, lust, power etc. (muladhara, swadisthana and manipura)
However, the psychological states of the "even lower" chakras (from feet all the way up to the muladhara chakra, muladhara chakra excluded) are already overcome, otherwise you wouldn't have a human body.
Of course this is just my personal understanding from reading, studying and of course sadhana, and simply one viewpoint.
Others could view it differently.
But the "even lower" chakras are in the feet, ankles, calves, knees, lower thighs and upper thighs. Psychologically they're related to enmity, hostility, wrath, disdain, being in direct opposition to the natural divine order (dharma), being furious, anxious without control for no reason and so on, but as compulsive states with a complete inability to control them.

From my understanding worshipping this level of the Shri Chakra accomplish both inner and outer, meaning you overcome the corresponding negative states within your self, AS WELL AS make it possible for you to actually astrally go and visit these worlds/planets in the universe (at the highest level of course, just a theoretical hypothesis).
That's the beauty of Sri Chakra, it's ALL-inclusive, inner and outer, subjective and objective, simultaneously.
